American mining capacity remains far behind demand, raising the likelihood that Chinese mineral imports will continue beyond the 2027 deadline.

President Donald Trump’s plan to end U.S. reliance on Chinese critical minerals by January 1, 2027, is running into a major obstacle: the domestic industry is not ready. Despite billions of dollars in federal support, U.S. mining and processing capacity remains well below what manufacturers and defense companies need.

KEY DETAILS

Trump has made critical minerals a national security priority, directing tens of billions of dollars toward nearly 150 U.S. mining and processing companies. The goal is to replace imports of rare earths, magnets, tungsten, molybdenum and tantalum from China, Russia, Iran and North Korea.

However, industry leaders say the deadline is unlikely to be met. In 2025, the U.S. needed about 48,000 metric tons of the most common rare earth magnets, while domestic production supplied only 300 metric tons. Capacity is expected to reach around 5,000 metric tons by the end of this year.

Several major projects remain years away. MP Materials expects initial magnet deliveries to General Motors later this year, while Pentagon-backed facilities and other refining projects are scheduled to come online between 2027 and 2030.

The Trump administration has also launched Project Vault, a $12 billion program to stockpile critical minerals, with officials acknowledging that early purchases may still include material sourced from China.

WHY IT MATTERS

Critical minerals are essential for military equipment, electric vehicles, electronics and advanced manufacturing. Until U.S. production expands, manufacturers may continue relying on waivers or imported materials to keep supply chains running.

The months ahead will show whether Washington eases enforcement, expands waivers, or accelerates domestic production. Progress at new mining, refining, and magnet facilities will be closely watched as the 2027 deadline approaches.
