The Oil Giant Wants to Build Its Own Car Empire

At a Glance

  • Ceer unveiled its first two fully electric models, the Exobot sedan and SUV.

  • Sales in Saudi Arabia are expected to begin in early 2027.

  • Five more models are planned between 2028 and 2030.

  • The company is backed by Saudi Arabia’s PIF and Foxconn.

  • Ceer plans to expand across the Middle East and North Africa.

Saudi Arabia wants its first homegrown EV brand to become an auto powerhouse, and Ceer has now put its first cars on display.

Saudi startup Ceer unveiled its futuristic Exobot electric sedan and SUV on Monday, marking a major step in the kingdom’s push to build a domestic car industry and reduce its reliance on oil.

KEY DETAILS

Both Exobots feature sci-fi-inspired designs and upward-opening “gullwing” doors. Ceer has also removed the traditional pillars between the front and rear seats, using high-strength materials for structural support.

The vehicles are due to go on sale in Saudi Arabia in early 2027.

Ceer is a joint venture between Saudi Arabia’s sovereign wealth fund, the Public Investment Fund, and Taiwanese electronics giant Foxconn. Foxconn developed the cars’ electrical architecture, while BMW provided engineering support.

A growing network of suppliers is also establishing factories in Saudi Arabia, including Lear, Shin Young, Benteler and Fangxin.

MARKET REACTION

Ceer is entering the EV market during a major industry shake-up, with Chinese automakers gaining ground globally and several EV startups struggling or failing.

The company plans five mainstream models from 2028 to 2030, including plug-in hybrids and combustion-engine vehicles.

WHY IT MATTERS

Ceer’s progress could offer a test of Saudi Arabia’s wider industrial diversification strategy. The company plans to enter surrounding markets in 2028 before expanding across the Middle East and North Africa.

The key milestones will be Ceer’s 2027 sales launch, production growth and progress toward its five-model expansion plan.
